Haluk Recai BOSTAN was born in Rize, in 1973. He is from the Central District of Rize, Kostanlar Quarter of the Derebaşı Village. He attended primary and secondary school at the Dörtyol Village. He graduated from the Electronics Department of the Mimarsinan Industrial Vocational High School. In 1992, he won the Industrial Engineering Department of Gazi University, from where he graduated in 1996. He completed his master’s at the same degree in 2002, receiving the title of Master of Industrial Engineering . He did his military service in Şırnak as a Reserve Officer. He served in the private sector as well as in State Economic Enterprises and Municipality-Owned Enterprises in various positions, including Engineer, Sales Manager, Analyst, Project Manager, Brand and Patent Manager, Consultant, Trainer, Expert, Executive and Board Member. While he was serving as an Executive at the BELBİM Elektronik Para ve Ödeme Sistemleri A.Ş., a corporation of the İstanbul Metropolitan Municipality, he was appointed as the Head of the Competition Authority’s Information Management Department in December 2016. While in that position, he also began to serve as the Acting Head of the Administrative Services Department in November 2019. He has been serving as the Vice President of the Competition Authority since 13.02.2020. He is married, with 3 children.  He has intermediate command of English and Arabic. Reengineering, Productivity, Project Management, Evaluation of Investment Projects, Optimization, Management Information Systems, Information Security and Information Technologies are among his areas of expertise. In addition, he has sufficient knowledge and experience in the areas of International Trade, Sales and Marketing, Procurement and Public Procurement Legislation.
