BİLİR, who entered into office at the Competition Authority in 1999 as an Assistant Competition Expert, was later promoted to the position of Competition Expert and Chief Competition Expert. In addition, BİLİR also worked as an Assistant Portfolio Manager at the Yapı Kredi Bank, as Deputy General Manager at the Turkish Petroleum Corporation, and as Advisor to the Minister at the Ministry of Agriculture and Forestry.

He completed his undergraduate studies at the Business Administration Department of the Middle East Technical University (METU), and received his graduate degrees from the Science and Technology Policy Studies Program of the METU Graduate School of Social Sciences and from the Information Technology, Media and e-Trade Program of the Essex University in the UK (LLM), respectively. BİLİR completed the doctoral program of the Ankara University Social Sciences Institute in the field of Business Management, and he holds the title of associate professor in the field of finance. BİLİR has published books and numerous academic studies.
