Competition Board concluded the preliminary inquiry conducted in response to the application claiming that Turkcell İletişim Hizmetleri A.Ş., Vodafone Telekomünikasyon A.Ş. and Avea İletişim Hizmetleri A.Ş. complicated the operations of their competitors by submitting bids below the short message termination fees in bulk SMS tenders.

The Board, after discussing the information and documents acquired and the observations made during the preliminary inquiry in its meeting of 03.07.2017, concluded that the findings were significant and sufficient, and took the decision no 17-20/313-M to launch an investigation on

• Vodafone Telekomünikasyon A.Ş.
• Avea İletişim Hizmetleri A.Ş.

in order to determine whether article 6 of the Act no 4054 was violated.

As known, article 6 of the Act no 4054 prohibits abuses of dominant position.
