The Competition Board concluded the preliminary inquiry conducted ex officio to determine whether Ünsped Paket Servisi San. ve Tic. A.Ş. (UPS) and mail/package/freight transporters, which purchase international transport services from UPS and resell, have allocated customers and therefore violated article 4 of the Act no. 4054.

After discussing the information, documents and findings acquired in the preliminary inquiry in its meeting of 15.02.2018, the Board concluded that the findings were significant and sufficient, and took the decision no 18-05/77-M to initiate an investigation about the following undertakings in order to determine whether the undertakings in question violated article 4 of the Act no 4054:
