The investigation launched in accordance with the Board decision dated 19.10.2023 and numbered 23-49/936-M(2) in order to determine whether Ceyhan Hazır Beton İnş. Nak. Mad. Petrol Ürünleri Paz. San. ve Tic. Ltd. Şti. (CEYHAN), Çimko Çimento ve Beton Sanayi Ticaret AŞ (ÇİMKO), Filitoğlu İnş. Petrol Gıda Turizm Nak. San. ve Tic. AŞ (FİLİTOĞLU) and KÇS Kahramanmaraş Çimento Beton San. ve Mad. İşletmeleri AŞ (KÇS) violated Article 4 of the Act no 4054 on the Protection of Competition (Act no 4054) is concluded.

While the investigation process was ongoing,

• OYAK Çimento Fabrikaları AŞ,
• Kadir Soylu Beton Demir İnşaat Petrol Ürünleri San. ve Tic. Ltd. Şti.,
• M.M. Tiftik Kardeşler Nakliye İnşaat Emlak Petrol ve Tarım Ürünleri Pazarlama San. ve Tic. Ltd. Şti., and
• Ekintaş İnşaat Sanayi ve Ticaret AŞ

submitted settlement applications and an administrative fine 110,564,108.16 TL in total was imposed on the undertakings concerned with various decisions of the Competition Board.

As a result of the investigation process, the Board took the decision dated 13.03.2025 and numbered 25-10/231-116, which found that

• CEYHAN violated Article 4 of the Act no 4054 by participating in an agreement between competitors aimed at customer allocation in the market for the production and sales of readymix concrete,
• FİLİTOĞLU violated Article 4 of the Act no 4054 by participating in an agreement between competitors aimed at price fixing and customer allocation in the market for the production and sales of readymix concrete,

therefore administrative fines at

• 515,861.74-TL, and 
• 103,076.62-TL,

should be imposed on CEYHAN and FİLİTOĞLU, respectively,

• However, there is no grounds for imposing administrative fines on ÇİMKO and KÇS since no findings were obtained to suggest that the undertakings concerned committed a violation of Article 4 of the Act no 4054.
