Investigation conducted to find whether driving courses in Aksaray violated article 4 of the Act no 4054 by colluding to establish a pool system and fix driving course fees was concluded.

The investigation was initiated after the preliminary inquiry about the claim that the said driving courses established a pool system and applied the same prices. At the investigation phase, it was found that between 2008 and 2013 driving courses made agreements, published price lists, established a pool system, shared income through the pool and created a monitoring mechanism to ensure common prices.

As a result of the discussion of the contents of the file by the Competition Board on 12.02.2014, it was concluded that the following undertakings violated article 4 of the Act no 4054 by colluding for determining prices and payment conditions on the basis of driving license type and collecting and sharing income from attendees in a pool:

Among those, the following undertakings are not imposed fines as they transfered the driving courses they operated and the acquiring undertakings are imposed administrative sanctions:
- Aköz Özel Eğitim Öğretim İletişim İnş. Nakliye San. ve Tic. Ltd. Şti. - Özel Kariyer MTSK ve Özel Anadolu MTSK,
- Mustafa ÜNSAL - Özel Aksaray MTSK
- Yaşar AR - Özel Yaz-Ar MTSK

On the other hand, it was decided that all of the undertakings except listed above, shall be imposed administrative fines because of their conduct that constituted a violation under the scope of article 4.

Moreover, it was stated that there was not any evidence showing that Başarı Can Öğretim Eğitim Hizmetleri İnş. Hafriyat San. ve Tic. Ltd. Şti. and Özel Anadolu MTSK violated article 4 of the Act no 4054.
