Competition Board Initiated Market Examination into the Wholesale and Retail Electricity Sales Markets (30.5.2013)

The specific characteristics of the electricity market, the examinations of the Competition Authority related to the electricity markets, and the experiences of those countries which had a similar liberalization process show that liberalization of the electricity markets is quite a difficult process. The liberalization of electricity markets aims to provide electricity for consumption within a stable, transparent and competitive market environment and in a sufficient, high-quality, low-cost and environment-friendly manner, and it can be said that this process has entered a new phase in Turkey with the conclusion of electricity distribution privatizations and the adoption of the Electricity Market Act, no 6446. During this phase, the emphasis must be on the creation of a wholesale electricity market and on ensuring that consumers obtain sufficient benefits from this liberalization process.

Within this context, it was decided that a market examination into the wholesale and retail electricity sales markets should be initiated, with an aim to identify those factors which may have a negative effect on the competitive structure during the process in question, to contribute to the discussions on the subject by preparing and publicizing competition policy suggestions for developing the market, and to deepen the institutional background on the competitive structure of the sector.

During the market examination process, which will be conducted within the framework of competition advocacy, all shareholders in the sector will be able to submit all opinions and suggestions to the Competition Authority by using the contact information listed on our official website.
