Competition Authority sent an Opinion to the Presidency of Religious Affairs with respect to its practices regarding Hajj and Umrah (27.12.2012)

As a result of an application claiming that the Presidency of Religious Affairs makes advertisements of its own Hajj and Umrah organizations in prayer places and makes discrimination for visa proceedings in favor of travel agencies with which it has agreements and those practices distort competition, an opinion has been prepared. It is emphasized in the opinion that the Presidency of Religious Affairs operates in the market for Hajj and Umrah travels both as a supervisor and as an actor and has reached a determinative position in the relevant market with over 60% market share in Hajj travel market and 50% market share in Umrah travel market. It is stated, "When considered with respect to competition law, it is important that this determinative effect should not complicate the activities of other undertakings operating in the market." The opinion of the Presidency also notes that the market structure, as a result of which the activities of private undertakings are complicated, should be improved.
