As part of the “effectiveness project” that was initiated during 2007-2008 by the Subgroup 1 of the Competition Policy Working Group co-chaired by our institution, the second stage aims at carrying out a more detailed examination of the relationship between the definition of priorities, resource distribution and the effectiveness of decisions taken by competition authorities, within this year. The aforementioned project was supported during 2007-2008 by 20 institutions from 17 countries responsible for implementing competition law and policy, and the resulting report titled “Agency Effectiveness Project Report” (http://www.icn-kyoto.org/documents/materials/CPI_WG_1.pdf) was presented at the 7th Annual Conference of the ICN. During the second stage, in line with the main goal of the project, the effectiveness of decisions taken by competition authorities will be attempted to be scrutinized within the framework of concepts such as penalties, consent judgments as well as behavioral and structural sanctions. In the second stage, it has been decided that questionnaires to be used in the said project be filled out by ICN member countries, as well as that the opinions of the consulting firms, lawyers and academics operating within the jurisdictions of the countries be resorted to, thus a relevant questionnaire has been prepared by the Subgroup 1.
