Bilateral Relations

 

Republic of Korea
During the "5th UN Conference to Review All Aspects of the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices" held in Antalya between November 14-18, 2005, a Memorandum of Understanding was signed between Turkish Competition Authority and Korea Fair Trade Commission on November 17, 2005.
The object of the memorandum in question signed by the Chairman of Korea Fair Trade Commission Chul-kyu Kang and the President of the Turkish Competition Authority Mustafa Parlak, was to develop cooperation in the field of implementing competition rules to ensure efficiency in the functioning of markets for goods and services.

 

Romania
The President of the Turkish Competition Authority Mustafa Parlak who visited Romania as the invited guest of the President of the Romanian Competition Council Mihai Berinde signed a Memorandum of Understanding on December 12, 2005 for purposes of enhancing bilateral cooperation between the two agencies in the field of competition legislation and policy. Pursuant to the work plan developed under the memorandum, the parties envisage to exchange information and documents in respect of certain issues to be determined, especially the Romanian Competition Council's experience related to the negotiations conducted in the context of competition rules in the accession process.

 

Bulgaria
The President of the Bulgarian Commission on Protection of Competition, Petko NIKOLOV and the President of the Turkish Competition Authority, Prof. Nurettin KALDIRIMCI signed a Memorandum of Understanding on December 1, 2007 in Istanbul to develop cooperation in the field of competition law and policy.

 

Portugal
The President of the Portuguese Competition Authority, Prof. Manuel SEBASTIÃO, and the President of the Turkish Competition Authority, Prof. Nurettin KALDIRIMCI signed a Memorandum of Understanding to exchange information and cooperate in the field of competition law on July 28, 2008 in Ankara.

 

Bosnia-Herzegovina
A Memorandum of Understanding between the Council of Competition of Bosnia and Herzegovina and Turkish Competition Authority was signed on April 28, 2010 during the 9th Annual Conference of ICN held in Istanbul in order to exchange information and cooperate in the field of competition law and policy. The Memorandum was signed by Dr. Stjepo PRANJIC, the Chairman of the Council of Competition of Bosnia and Herzegovina and Prof. Nurettin KALDIRIMCI the President of Turkish Competition Authority.

 

Mongolia 
A Memorandum of Understanding  on cooperation between the Authority for Fair Competition and Consumer Protection of Mongolia and Turkish Competition Authority was signed on April 28, 2010 during the 9th Annual Conference of ICN held in Istanbul.
The Memorandum was signed by the President Mandakh DASHDORJ on behalf of the Authority for Fair Competition and Consumer Protection of Mongolia and the President Prof. Nurettin KALDIRIMCI on behalf of the Turkish Competition Authority.

 

Russia
A Memorandum of Understanding between the Federal Antimonopoly Service of the Russian Federation and the Turkish Competition Authority was signed on February 16, 2011 in Paris. The said memorandum was signed by the President Prof. Nurettin KALDIRIMCI on behalf of Turkish Competition Authority and by the Vice-President Dr. Andrey TSYGANOV on behalf of the Federal Antimonopoly Service of the Russian Federation.

 

Croatia
A Memorandum of Understanding between the Croatian Competition Agency and Turkish Competition Authority was signed on February 17, 2011 in Paris. The said memorandum was signed by the President Prof. Nurettin KALDIRIMCI on behalf of Turkish Competition Authority and by Council/Board Member Dr. Sc. Mirna Pavletić ŽUPİĆ on behalf of the Croatian Competition Agency.

 

Austria
A Memorandum of Understanding  was signed between Austria Competition Authority and Turkish Competition Authority on December 1, 2011, in Vienna, the capital city of Austria. The memorandum in question was signed by the president Prof. Nurettin KALDIRIMCI on behalf of Turkish Competition Authority and the president Theodor THANNER on behalf of Austria Competition Authority.

 

Turkish Republic of Northern Cyprus
A Memorandum of Understanding was signed between Turkish Republic of Northern Cyprus Competition Board and Turkish Competition Authority on February 14, 2012 in Nicosia. The memorandum of understanding in question was signed by the President Prof. Nurettin KALDIRIMCI on behalf of Turkish Competition Authority and the President Dr. Yenal SÜREÇ on behalf of Turkish Republic of Northern Cyprus Competition Board.

 

Egypt
The Memorandum of Understanding, which was prepared with an aim to increase cooperation between Egyptian Competition Authority and Turkish Competition Authority within the framework of the "Türkiye-Egypt High Level Strategic Cooperation Council" meeting held under the co-chair of Prime Minister Recep Tayyip ERDOĞAN and the Egyptian Prime Minister Hişam KANDİL on November 17-18, 2012, was signed on the ministers' level in accordance with the Egyptian practice, by the Minister of Customs and Trade Hayati YAZICI on behalf of the Ministry associated with the Turkish Competition Authority and by the Egypt Minister of Foreign Affairs Muhammed Kamel AMR, on November 17, 2012.

 

Kazakhstan
A Memorandum for Cooperation was signed between the Agency of the Republic of Kazakhstan for Competition Protection and Turkish Competition Authority on May 23, 2013 in Astana, Kazakhstan. The memorandum in question was signed by the president Prof. Nurettin KALDIRIMCI on behalf of Turkish Competition Authority, and the president Bolatbek KUANDIKOV on behalf of the Agency of the Republic of Kazakhstan for Competition Protection.

 

Ukraine
A Memorandum of Cooperation in the field of Competition Policy between the Turkish Competition Authority and the Antimonopoly Committee of Ukraine was signed during the Third Meeting of Türkiye-Ukraine High Level Strategic Council held in our country on October 9, 2013. The said memorandum was signed by the President Prof. Dr. Nurettin KALDIRIMCI on behalf of the Turkish Competition Authority and by the President Vasyl TSUSHKO on behalf of the Antimonopoly Committee of Ukraine.

 

Kyrgyzstan
A Memorandum of Cooperation was signed between the State Agency of Antimonopoly Regulation under the Government of Kyrgyz Republic and Turkish Competition Authority on February 25, 2015. The memorandum in question was signed by the president Kazakov Bolsunbek KUMUSHBEKOVICH on behalf of the Government Antimonopoly Regulation Agency under the Government of Kyrgyz Republic, and by the president Prof. Nurettin KALDIRIMCI on behalf of the Turkish Competition Authority.

 

Georgia
A Memorandum of Cooperation was signed between Turkish Competition Authority and the Competition Agency of Georgia on November 29, 2016 in Tbilisi, the capital city of Georgia. The Memorandum in question was signed by our president Prof. Ömer TORLAK on behalf of Turkish Competition Authority, and by the president Giorgi BARABADZE on behalf of the Competition Agency of Georgia. It is expected that the Memorandum of Cooperation will improve the bilateral relations between the two agencies.

 

Tunisia
A Memorandum of Cooperation, which was prepared with an aim to increase cooperation between Tunisian Competition Authorities and Turkish Competition Authority was signed, in accordance with the Tunisian practice, by our Minister of Economy Nihat ZEYBEKCİ and Tunisian Minister of Industry and Trade Zied LADHARİ during the III. Türkiye – Tunisia Cooperation Meeting held in Tunis between 19-21 July 2017.

 

Peru
Memorandum of Cooperation in the area of competition policy was signed between Turkish Competition Authority and the National Institute for the Defense of Competition and the Protection of Intellectual Property of the Republic of Peru (INDECOPI) on October 31, 2017 in Istanbul. The Memorandum in question was signed by our president Prof. Ömer TORLAK on behalf of Turkish Competition Authority, and by the president Ivo Sergio GAGLIUFFI PIERCECHI on behalf of (INDECOPI). It is expected that the Memorandum of Cooperation will strengthen the bilateral relations between Turkish Competition Authority and INDECOPI.

 

Kosovo
A Memorandum of Cooperation in the area of competition policy was signed between our Authority and the Kosovo Competition Authority on April 10, 2018. The Memorandum in question was signed on behalf of Turkish Competition Authority by our president Prof. Ömer TORLAK, and by Valon PRESTRESHI on behalf of Kosovo Competition Authority. It is expected that the Memorandum of Cooperation will strengthen the bilateral relations between Turkish Competition Authority and Kosovo Competition Authority.

 

Macedonia
A Memorandum of Cooperation in the area of competition policy was signed between our Authority and the Macedonia Commission for Protection of Competition on April 12, 2018. The Memorandum in question was signed on behalf of Turkish Competition Authority by our president Prof. Ömer TORLAK, and by Blagoj CHURLINOV on behalf of Macedonia Commission for Protection of Competition. It is expected that the Memorandum of Cooperation will strengthen the bilateral relations between Turkish Competition Authority and Macedonia Commission for Protection of Competition.

 

Serbia

A Memorandum of Cooperation in the area of competition policy was signed between our Authority and the Commission for Protection of Competition of the Republic of Serbia on April 20, 2018 in Belgrade/SERBIA. The Memorandum in question was signed on behalf of Turkish Competition Authority by our president Prof. Ömer TORLAK, and by Miloje OBRADOVIC on behalf of the Commission for Protection of Competition of the Republic of Serbia. It is expected that the Memorandum of Cooperation will strengthen the bilateral relations between Turkish Competition Authority and the Commission for Protection of Competition of the Republic of Serbia.

 

Albania

Memorandum of Cooperation in the area of competition policy was signed between our Authority and the Competition Authority of Albania on September 18 , 2018 in Ankara/TÜRKİYE. The Memorandum in question was signed on behalf of Turkish Competition Authority by our president Prof. Dr. Ömer TORLAK, and by Juliana LATIFAJ on behalf of the Competition Authority of Albania. It is expected that the Memorandum of Cooperation will strengthen the bilateral relations between Turkish Competition Authority and the Competition Authority of Albania.

 

 

Azerbaijan
A Memorandum of Cooperation, was signed on February 25, 2020 in Baku, the capital of Azerbaijan, to improve cooperation between Turkish Competition Authority and Republic of Azerbaijan Ministry of Economy, State Service for Antimonopoly Policy and Consumer Rights Protection. The memorandum in question was signed, in accordance with the Azerbaijani practice, by our Minister of Trade Ruhsar PEKCAN and the Minister of Economy Mikayıl CABBAROV. It is expected that the Memorandum of Cooperation will strengthen the bilateral relations between the Turkish Competition Authority and the State Service for Antimonopoly Policy and Consumer Rights Protection.

 

 

Morocco
A Memorandum of Cooperation in the area of competition policy was signed between our Authority and the Competition Council of the Kingdom of Morocco. The Memorandum of Understanding was signed on behalf of Turkish Competition Authority by our president Mr. Birol KÜLE and by Driss GUERRAOUI on behalf of the Competition Council of the Kingdom of Morocco. During the signing ceremony, which was held online, Türkiye’s Ambassador of Morocco, Mr. Ahmet Aydın DOĞAN, was present at the headquarters of the Competition Council of the Kingdom of Morocco in Rabat/Morocco while Moroccan Ambassador of Türkiye, Mr. Mohammed Ali LAZREQ, was present at our headquarters in Ankara. It is expected that the Memorandum of Understanding will strengthen the bilateral relations between Turkish Competition Authority and the Competition Council of the Kingdom of Morocco.

 

 

Libya
A Memorandum of Understanding was signed between our Authority and the Libyan Competition Authority on September 9, 2022 in Ankara. The Memorandum of Understanding was signed by the Deputy Chairman Mr. Ahmet Algan on behalf of our Authority and by the President of the Libyan Competition Authority and  the Minister of State for Economy Mr. Salama Ghwil, PhD on behalf of the Libyan Competition Authority. It is expected that the Memorandum of Understanding will strengthen the bilateral relations between the Competition Authority and the Libyan Competition Authority.

 

 

Uzbekistan

Seventh Meeting of Türkiye-Uzbekistan Joint Economic Commission (JEC) was held on December 26, 2023 in Ankara.  During the seventh meeting of JEC “the Memorandum for Cooperation on Competition Policy” was signed by President Birol KÜLE, on behalf of Turkish Competition Authority and Deputy Chairman of Uzbekistan Competition Authority Farrukh KARABAEV. The Memorandum aims to strengthen the cooperation between the two agencies.
